Funding brief: The Challenge Fund supports to CSOs/CBOs/NGOs in an initiative of Human Rights programme (HRP) to foster innovative human rights actions under the coalition of CSOs/CBOs at grass roots/district/national level with limited management capacity. The actions will special focus on vulnerable groups/communities, particularly minorities, youth and women and the coalition should include at least two CSOs/CBOs.
The purpose of this RFA is to solicit applications and establish partnerships with CSOs/CBOs coalitions to enhance capacity and engagement of CSOs/CBOs coalitions in Human Rights awareness, rights-issue based advocacy and rights claiming actions in specific areas of Bangladesh.
Thematic Issues: This RFA will predominantly focus on the follow thematic areas:
● Rights of the Minorities (ethnic/religious/other excluded groups)
● Women Rights (including Dalit women)
● Child Rights
● Rights of the persons with disabilities
The Human Rights Programme (HRP) has five outcomes:
● Strengthened capacity of the National Human Rights Commission to deliver on its mandate;
● Enhanced capacity of civil society and community based organizations to engage in human rights advocacy and awareness raising;
● Enhanced capacity of law enforcement agencies, in particular police, on human rights issues;
● Strengthened capacity of national stakeholders to better protect and promote women’s rights;
● Strengthened capacity of national stakeholders to better protect and promote the rights of ethnic minorities.
Expected Outputs: The RFA is expected that as immediate outputs, the coalition of CSO/CBOs working at grass roots/national level will:
● Have greater opportunity to enhance capacity of the CSO/CBOs coalitions;
● Have an opportunity to work together on some common and innovative actions under specific thematic areas;
● Have opportunity to eb engaged in human rights advocacy and awareness raising initiatives/actions;
● Establish a stronger coordination of rights-based CSO/CBO coalitions in promotion and protection of human rights in Bangladesh.

Eligibility: The RFA is open to all coalition of Bangladeshi CSOs/CBOs, working at grass roots/national level to work together on innovative human rights actions in addressing specific human rights issues/ concerns.
Following eligibility requirements will be adopted for selection of potential CSOs and CBOs:
● Hold a valid Govt. registration (i.e. need GoB registration certificate);
● Working experience in specific thematic issues, particular experiences to work with minorities (ethnic/religious/Dalits-other excluded groups), youth, women and persons with disabilities;
● Have valid evidence indicating transparent and accountable financial management systems (i.e. need authorized audit report);
● Have evidence of CSOs/CBO coalition (i.e. signed MoU among CSOs/CBOs under the coalition);
● Proven track record in the human rights sector;
● Other value-added criteria as and when required.

How to apply: The interested coalition of CSO/CBOs at grass roots/national level are requested to submit their proposal (technical and financial proposal) under the specific LOT (with signed letter and attachment of all supporting documents) in line with proposal format (Annex-1&2). The potential coalition of CSO/CBOs should have to submit their application/proposal with:
● A hard copy of proposal (including all supporting documents); and
● Soft copy of proposal (including scanned version of all supporting documents with a CD ….. no DVD).
